Trains:
London Underground have a whole section of disused line and old stations, regularly used by production companies, though the lift shafts don't work (2000-4). A moving train will cost around £1000/day. Student rates are avalible.

Setting fire to a car. The no buget approach: try private fire brigades (eg airports), they always need the practice putting out fires. They usually ask you supply the car (but they will dispose of it), and of course they like to put out the fire (so you either write them into the script or have to stop filming towards the end of the bonfire). PS they don't like unexpected surprises (and so will probably remove the petrol tank) and 'cause they're not as mad as filmmakers, won't like you getting too close. They usually have a designated area for practice -best to check out if it can be made to suit the script.
